I found a site for a group, on MeWe, the much better alternative to Facebook, belonging to someone more extreme in being skeptical about things despite those being obvious facts. Many thought he was trolling before he had his group (with help). I can talk with him so I can see I can talk with almost anyone, if they are not hostile to me. I am really motivated to get him to be vegan.

As such, I can now retract my position that Croatia does not exist.
Perhaps it has to do with some other countries becoming less developed due to the COVID measures. Croatia was relatively lax with the COVID measures (not as lax as Sweden, but still lax), so its economy hasn't suffered as much.

Haha no, it has nothing to do with the relative development of other countries, just whether or not it meets the criteria (very high HDI, advanced, high income economy, greater than $25000 per capita PPP). Croatia just recently graduated to having an advanced economy according to the IMF.

It seems to be adjusted to account for inflation every few years. It would make sense to do so especially given recent circumstances.

On 25 June 1991, Croatia declared independence, and the War of Independence was successfully fought over the next four years.
Croatia is a republic and a parliamentary liberal democracy. It is a member of the European Union, the Eurozone, the Schengen Area, NATO, the United Nations, the Council of Europe, the OSCE, the World Trade Organization, a founding member of the Union for the Mediterranean, and is currently in the process of joining the OECD. An active participant in United Nations peacekeeping, Croatia contributed troops to the International Security Assistance Force and was elected to fill a nonpermanent seat on the United Nations Security Council in the 2008–2009 term for the first time.

Croatia is a developed country with an advanced high-income economy and ranks 40th in the Human Development Index. According to the Gini coefficient, it also ranks among the top 20 countries with the lowest income inequality in the world. Service, industrial sectors, and agriculture dominate the economy.
