Why not test vaccines on lifetime prisoners?

Given that the following criteria are satisfied, why not test vaccines on prisoners in exchange for a reduced sentence?
1. The risks are clearly communicated to the prisoners.
2. The prisoners have been deemed mentally sound and pose no further risk to society.
3. There will be no negative consequences for prisoners who choose not to participate.
